Not receiving Twits on your phone?
Seems like the problem is prevalent with all international Twitter users.
The most likely reason that you lose your notifications is when your phone is not in contact with the cellsite. For example when you turn it off or lose power or you are somewhere not covered by your telco’s service, and twitter attempts to send you an sms update.
It is confirmed by one of the twitter support/development team member that *Twitter turns off* your sms notification if it could not send the update/s.

We’re still researching reports of SMS messages stopping; one thing to note if you’re using the international number:
When we send SMS to your phone and get no reply from your phone’s network confirming that the SMS was delivered to you, we turn off notifications automatically to avoid sending twitters into space. This usually happens when there is a problem communicating with your mobile service provider’s network.
The reason sending an update will turn notifications back on is this: we receive the update, and it is a successful communication from your phone to us. This means we know your phone is able to send/receive, so we can reinstate your most recent notifications setting, which is ON. Sending an update via SMS is a great way to make sure your phone is delivering SMS messages to Twitter.
