Why I hate the inefficiency of the LTO

Today sucks.
I get to the Eastern Licensing Center of the LTO (Land Transportation Office) at San Juan at 8:15 am.
I had to apply for a ‘lost license’ because my wallet got lost stolen 2 days ago in a hospital. Anyway, the first part was quick. I paid Php200 for an affidavit of loss, filled up an application form (the lady was nice to me) and then waited to have my photo and signature taken. I was done by around 9:30. Great!
NOT! I was waiting for the cashier to call my name so I could pay for the transaction. Apparently she calls around 1 person every 5 minutes. Talk about inefficiency. Unlucky Ryan reached the lunch break of the employees and the LTO had to close down from 12-1 pm.
So I went home, pissed. I had my lunch and was back in the office at 1:15. Still had to wait for the longest time. This time I brought a magazine and my PSP to keep my sanity. Thank god Daryl even took the time to visit me while I was waiting.
(more waiting, more boredom)
I’ve never been so pissed my entire life. At around 4:30 pm (Daryl already had gone back to school for her 5pm course card which was then moved to 7pm. bummer) I was called again for my photo and signature (WTF!?!?). There was a girl who was even in the LTO before me and even she was still waiting and already started to cry. (By this time I already wanted to start a riot and burn down the building and shoot that snobby bitchy cashier between the eyes). I asked why and they said you had to have it taken 2 times (WTF?!?! for what?! I will confirm this next time). So at 5:45pm I was finally called to pay for my license. By this time, the place was already closing down because office hours is only 8-5.
Conclusion:
I got my license at 6pm. I went home so friggin tired and pissed. I wished I had a fixer do my application (was offered the opportunity but as a good citizen, I declined).
Btw, I destressed at the gym and it worked.
